The URA has released guidelines in order to help Hosts understanding the law on renting out their private properties. You can find those guidelines here. The legal value of those guidelines has been discussed on the URA website here.
The guidelines include some requirements to be respected. For instance, Hosts must ensure Guests make no noise disturbance and no misuse of the flat. Moreover, Hosts must respect maximum occupancy standards : 8 occupants max by unit, with 10sqm per occupant. Visit this page to see more requirements.
- Renting out Rooms
Hosts having 3 bedrooms or more are allowed to rent out rooms without seeking HDB approval.
They only need to register the renting within 7 days from its commencement. The registration can be completed online. See this page for more instructions about the registration procedure.
You can check renting out requirements here. It includes, without limitations, to continue for the Hosts to reside in the HDb flat during Guest’s stay, to make sure the Guests do not create / misuse your flat and to respect maximum occupancy standards.
- Renting out whole HDB flats
To be allowed to rent out their HDB flats, Hosts must meet eligibility requirements. See this page for a detailed presentation of the eligibility requirements.
- Only Singapore citizens are allowed to rent out entire HDB flat : Singapore Permanent Resident flat owners are not allowed to do so.
- You must have fulfilled the minimum occupation period of your flat (generally 5 years).
- Hosts can download proof of their eligibility to rent out their whole flats here.
It is necessary to present to the HDB an application, every time Hosts rent out their whole flat, within 7 days of occurrence. It can be completed online. See this page for more instructions about the application procedure.
