The Sicily Region has adopted legge regionale n. 27 of April 6, 1996 in order to regulate tourist accommodations. We highly encourage our Hosts to refer to this regulation to understand the Tourism regulations in Sicily.

The article 3 lists and defines the different categories of strutture ricettive : you should refer to this article to check which category your rental may match with.

The definition of case e appartamenti per le vacanze can be particularly relevant for short-term rentals : “sono case ed appartamenti per le vacanze gli immobili arredati gestiti in forma imprenditoriale per l'affitto ai turisti, senza offerta di servizi centralizzati, nel corso di una o più stagioni, con contratti aventi validità non superiore ai tre mesi consecutivi”.


Segnalazione Certificata di Inizio Attività (SCIA)

Starting a tourist accommodation requires to fill out SCIA and send it to the municipality. The procedure can be completed online on the SUAP portal (Sportello Unico per le Attività Produttive). Minimum requirements and standards

Regional decree of December 15, 2014 on “requisiti per la classifica in stelle delle aziende turistico-ricettive” sets requirements and standards for each type of strutture turistico-ricettive.

In case e appartamenti per vacanze, for instance, article 8 of the decree requires to change bathroom, bedrooms and kitchen linens once a week and for every new Guests. A certain number of furnitures must be provided in the accommodations, and minimum occupancy standards must be respected.

Moreover, the accommodations must respect the national, regional and local laws, especially building regulations and fire safety. You can find the municipal regulations here.


Registration of Guests to the Police (registrazione degli ospiti)

Under the article 109 of TULPS (Testo unico delle leggi di pubblica sicurezza), the operators of tourist accommodations (including short-term rentals) have the duty to transmit to the authorities informations about the public hosted. It must be done within 24 hours after the arrival of the Guests : the process can be completed online through the official portal of the State Police.


Stay Tax (imposta di soggiorno)

Since 17 May 2014, the Municipality of Palermo applies a tourist tax (resolution n°73 of April 9, 2014) on overnight stays of non-residents (12 years old and more) in the City of Palermo, for a maximum of 4 consecutive nights. The rate depends on the ranking of the accommodations : you can find here the rates and more in this brochure.
The tax is paid by the Guests, but it is collected by Hosts whom remit it to the municipality : you can find the necessary forms here. The remittance can be completed online.
