Typology of strutture ricettive
Article 23 of Legge Regionale 6 agosto 2007, n° 13 defines 3 categories of accommodation : strutture ricettive extralberghiere may be relevant for your rental.
The Regolamento 7 agosto 2015, n. 8 separates strutture ricettive extralberghiere in different groups : “case e appartamenti per vacanze” (article 7), “bed & breakfast” (article 9) and others. Refer to this regulation to check out the corresponding definitions as they may fit your rental
Mind that case e appartamenti per vacanze must be rented out as a whole (article 7§5).
Administrative sentence of Tribunale Amministrativo Regionale del Lazio (Sentenza 13 giugno 2016, n. 6755)
The Lazio Regional Administrative Court has overturned some articles of Regolamento 7 agosto 2015, n. 8, concerning the requirements that must be met by “case e appartamenti per vacanze” and “bed and breakfast”. Since this sentence, the requirement to fill in Segnalazione Certificata di Inizio Attività (SCIA) through the Sportello Unico per le Attività Ricettive (SUAR) is suspended. See this explanatory note by the Lazio Region.
Occupancy standards and requirements
The different kind of accommodations, including case e appartamenti per vacanze, must respect the occupancy, safety and health standards. Registration of Guests to the Police (registrazione degli ospiti)
Under the article 109 of TULPS (Testo unico delle leggi di pubblica sicurezza), the operators of tourist accommodations (including short-term rentals) have the duty to transmit informations about the guests to the authorities. It must be done within 24 hours after the arrival of the Guests : the process can be completed online through the official portal of the State Police.

Stay tax (contributo di soggiorno)
The City of Roma imposes a tax on the tourist’ stays. The tax must be paid by the Guests : you can find here the modalities and rates according to the type of your accommodation.
